Home improvement fraud counts face a Muncie man police say took thousands of dollars from a pair of local residents after agreeing to make repairs to their homes’ roofs, then never did the work. 35 year old Phillip Daniel Waters is charged with corrupt business influence, carrying up to six years in prison. He’s accused of taking an $8,500 down payment from a man and never did the roof work stipulated.
