A Muncie woman who was arrested two years ago and charged with resisting law enforcement and disorderly conduct, is suing the city. The Muncie paper reports 31 year old Renee Shelton claims an officer wrestled her to the ground as she and another woman were arguing outside an apartment. Shelton calls it excessive force.
