Police say a Muncie mother, with her two young children in tow, was highly intoxicated when they came upon her in a rainstorm. 35 year old Lakeisha Suzette Williams is charged with two counts of neglect of a dependent, along with disorderly conduct and public intoxication. The Star Press reports both kids were under the age of 7 and Williams was unable to explain where she was going with them.
