Muncie City Council passed a balanced budget Monday night. The overall spending plan chimes in at $51.1 million. The general fund is not quite half that at $24.9 million, which is down about $700,000 from 2019. The smaller figure is due to expected revenue losses in the next couple of fiscal years.
