A Muncie man who police say was in fear of losing his children is accused of refusing to allow a contractor for the Indiana Department of Child Services to leave his home. The Star Press reports 34 year old Michael G. Hoover, was found to be engaging in behavior that violated his agreement with DCS. At one point, as the woman started to leave, Hoover allegedly pulled her back into his residence by the backpack she was wearing.
