Unsolicited ballot applications being sent to some voters is causing confusion. The Star Press reports, according to Delaware County Clerk Rick Spangler, both political parties have mass-mailed unsolicited absentee ballot applications across Indiana and Delaware County. Apparently, some people are filling out both and sending both in.
