Muncie Mayor Dan Ridenour’s budget includes money for street improvements, parks and a rainy day fund. The spending plan is down about three million dollars from 2018, at $51.2 million, with the general fund coming in at $24.9 million. Council still has to approve the measure and is likely to make changes to it.
