A New Castle man who told police he was just out joyriding has been charged with violating the Governor’s “stay-at-home” directive. It turned out the vehicle that 21 year old Cody Hill was driving at the time he was pulled over was reported stolen. The violation of the stay-at-home order could result in a penalty up to 180 days in jail.
