Her lawyer says the City of Muncie failed to properly install pavers in the sidewalk and failed to maintain them. The woman, Janice Russell, claims she suffered a neck fracture and other injuries when she fell on a downtown sidewalk on North Walnut Street in February of 2017. City officials will not comment on pending litigation.
