The distressed label would be removed from Muncie Community Schools under a bill approved recently by the Indiana House Ways and Means Committee. The Star Press reports House Bill 1315 also would turn governance of the district over to Ball State University — which would appoint the school board members — and provide an interest-free state loan for a term of up to 10 years. The school district needs the loan after spending $10 million dollars earmarked for repairs and improvements on operational costs.
