An incident at a Ball State University frat house leads to charges against a Michigan City teen. Police say 19 year old Ryan Smith is charged with groping a woman at a party at the Phi Sigma Kappa house at 904 West Riverside Avenue. Police say the incident happened on Octoberr 22nd. The complainant says she had gone to the party with a male friend when another man grabbed her by the belt loops in a basement lit with strobe lights and began fondling her. –
