An Anderson child care facility has been downgraded to a probationary license after regulators found 17 children being watched by one adult. Young at Heart was cited as having a child to adult ratio well above the approved limit. The facility had previously been cited in June for failing to provide safe sleep conditions, and failing to maintain proper CPR certification.
