Muncie Man Charged With Kidnapping

A Muncie man is charged with kidnapping and other charges after he forced a woman at knifepoint to give him a ride as he tried to elude police. 38 year old Billy Jay Whitmire was arrested early Tuesday evening after the vehicle he had allegedly commandeered struck stop sticks, placed on a roadway by police, deflating its tires.
