The 2024 Elwood city budget is focused on spending money to retain employees. The Herald Bulletin reports Elwood City Council Monday approved unanimously the $11.7 million budget, which is an increase of $400,000 over the current year’s spending. The budget includes a 5% pay increase for all city employees and elected officials.
