Former Delaware County Democratic Party chairman Phil Nichols has been diagnosed with dementia, according to his attorney. According to the Star Press, the revelation comes nearly three months after Nichols signed an agreement to plead guilty to a felony charge stemming from a federal investigation of corruption in Muncie city government. A sentencing hearing has not yet been scheduled.
