Putting it in writing, Muncie City Council passed an ordinance recently to establish a vacant and abandoned properties registration program designed to identify owners of blighted structures in the city. The Star Press reports the legislation is designed to establish responsibility for vacant structures that are often unsafe and that attract crime, trash and vermin.
