A Muncie woman accused of biting a police officer’s hand during her arrest has filed a federal lawsuit against the Muncie Police Department. In it, 67 year old Ruby Goodman claims she was verbally harrassed by police during an incident in which her son overdosed after using drugs in her home in July of 2019.
