Police say a New Castle mother OD’ed on heroin with her eight month old child in her care. 25 year old Destiny Trace Miller is charged with neglect of a dependent. When authorities arrived at her Stonegate Drive apartment early Tuesday, Miller was unconscious and the child was in a pack and play.
