A Madison County grand jury has filed four criminal charges against a caseworker with the Indiana Department of Child Services in the neglect of a child under his supervision. According to the Herald Bulletin, a warrant was issued Monday for the arrest of 26-year-old Spencer Day Osborn. Investigators say the warrant is in connection with the neglect and abuse of a 4-year-old boy.
