Halloween trick or treat hours in Muncie Friday are from 5pm to 9pm. The city released a statement on its Facebook page saying the the decision to delay was made due to the safety of the children who would be out in high winds, rain and possibly snow Thursday night, who could possibly be hit by a car that cannot either see them because of the weather conditions or stop in time because of the slick conditions.
