After a one year old child tested positive for meth, a New Castle couple is under arrest. 31 year old Joshua Roach and 30 year old Shatawn Roach are charged with neglect of a dependent, possession of meth and unlawful possession of a syringe. The toddler tested positive and there were controlled substances and a syringe found in the couple’s car.
