As scores of citizens opposed to a planned hazardous waste recycling facility looked on, Muncie City Council President Doug Marshall, left a city council meeting this week. Marshall was being criticized for the crowd for enforcing the time limit on a man speaking out against the project. He adjourned the meeting then left with his wife. The meeting was gaveled back to order by Council Vice President Nora Powell.
