Charges have been filed against two Delaware County residents accused of pepper spraying a person and trying to steal his moped. 24-year-olds Katelyn Smith and Clifton Griffis of Muncie are charged with robbery and battery. The victim claims he had been asked to meet Smith outside the Village Pantry on W. Jackson Street when the attack happened.
