A Delaware County man has been arrested and charged with one of Indiana’s newest laws. Delaware County Prosecutor Eric Hoffman says Joel David West has been charged with Dealing in a Controlled Substance Resulting in Death. Last year, the Indiana General Assembly passed the statute as a tool for prosecutors to hold those accountable who sell drugs to people that end up overdosing and dying. The statute took effect July 1, 2018.
