Muncie Police called Tuesday night to South Walnut Street where a six and four year old were found walking unattanded. Officers tracked down their mother, 25 year old Jasmine Lipscomb, who said she couldn’t say exactly where her kids were. She was placed under arrest and sent to the Delaware CountyJail in lieu of $11,000 bail. Her children are with a grandparent.
