He was arrested two times in May and now a New Castle teenager is cuffed for beating a 22 year old man. Andrew Black is charged with battery resulting in serious bodily injury, which can carry up to six years behind bars. The alleged victim in the case claims Black struck him repeatedly in the head and face during a quarrel in Baker Park Saturday.
