The arrest of Muncie Animal Shelter Director Phil Peckinpaugh came after he was spotted driving by the residence of woman who has a protective order against him. He even reportedly parked in front of the home for a time. The 32 year old surrendered to police this week in connection with the incident and was released on $2,500 bail.
