She Ripped A Handful Of Her Granddaughter’s Hair

A New Castle woman is facing a felony charge for allegedly ripping a handful of hair from her granddaughter’s head. 59-year-old Vicki L. West thought she was attacking the teen’s mother and claims her granddaughter was a victim of mistaken identity. West reportedly told police she had been drinking that evening.
