As part of our continuing series of “BSU / MCS, The Facts,” we have a story of property acquisitions – namely Mitchell Elementary school in Muncie. It October 2017, Ball State submitted a written offer to purchase it, but in the interest of the potential value of the property to the City of Muncie as housing and the potential future property tax benefits to the City and MCS, waived its First Right of Refusal to that property.
