Authorities allege a Dunkirk woman had ingested meth before she caused a fatal crash that killed a Wells County man. 43-year-old Carrie Sue Garrett has been charged in the death. Garrett was driving on Indiana 1 on June 22 when she struck a moped operated by 27-year-old Joshua Miller. Garrett is facing a 12-year prison term.
