A Muncie man has been arrested on heroin-dealing charges for the second time in six days. 42-year-old Raymond Barker was taken into custody after police found more than a pound of heroin in his possession. Barker was being held without bond in the Delaware County jail, now facing two counts of dealing in heroin, and maintaining a common nuisance.
