You apparently won’t be hearing the names of people under consideration for emergency manager of Muncie Community Schools. The Indiana Department of Administration has announced that proposals will remain confidential until a firm or individual is hired. A spokesman for the agency says the Access to Public Records Act exempts certain records, like those involved in this process, from disclosure.
