Paving to be done on Riggin Road will be done jointly by the city and county. Delaware County officials and top brass in Muncie say they’ll work together on a project to pave the roadway from the North Walnut Street roundabout to the Muncie Bypass. The county will provide the equipment and the labor and the city will chalk up the asphalt materials necessary to get the work done. The work could begin within a couple of days.
