He passed out in front of a New Castle restaurant and when he came to, he was greeted by police. 33-year-old Anthony Lynn Vanscyoc was arrested after he was determined to have a loaded handgun in his possession. Vanscyoc was charged with unlawful possession of a firearm by a serious violent felon, possession of altered handgun and carrying a handgun without a license.
