He walked into a convenience store bathroom – after about an hour they called the cops. 29-year-old James Chappell was found by police in a semi-conscious state and in possession of heroin and Xanax. He was taken to the hospital, then to the Delaware County Jail. He’s charged with drug possession and public intoxication.
