A Jay County judge has been suspended after he was charged with battery against the Dunkirk police chief. Judge Tommy Phillips was in a meeting with Chief Dane Mumbower and Dunkirk Mayor Gene Ritter at the police station when he allegedly shoved Mumbower. Phillips is suspended from the city court while the case is under investigation.
