A New Castle man has been arrested after beating a 12-year-old. 32-year-old Troy Neal is charged with battery on a person less than 14. Police say Neal had reportedly used a hammer to destroy various items in the home of the boy’s mother. The boy used his cellphone to record what was happening and told investigators that Neal got on top of him and struck him in the face.
