A $20,000 payment to the owner of a downtown riverfront property in Muncie has been approved. It’s thought to be an additional step in the mayor’s proposed $48-million White River Canal District plan. The check is being cut to Ratchford Properties LLC, but there are no further details. What is known is that even before current Mayor Dennis Tyler took office, offers have been made by the city to the owners of properties along the White River.
