Deputies say she ingested heroin in the car as her child looked on and then slumped over the case of a northwestern Delaware County truck stop. 31-year-old Audra J. Carter of Fairmount is charged with neglect of a dependent and driving with a controlled substance in her system. She was being held in the Delaware County jail under a $7,500 bond. The little girl is now in the custody of her father.
