Authorites: Muncie Man’s Property Was “Hell For Dogs”

In a case involving what prosecutors say was a “hell for dogs,” A judge has rejected a proposed plea agreement. 25 year old Jacob Pelfrey of the 3900 block of North Nebo Road had 46 dogs seized fom his property. Authorities say the dogs were living in feces-filled crates with no access to food and water. They also say 19 puppies were found dead in a freezer. Pelfrey is due to go to trial March 20th on a number of animal cruelty counts and for failure to register as a dog breeder.
