New Year’s Day is Sunday and most city and county offices will observe the holiday on Monday, January 2nd. Federal and state offices will be closed as will city offices in Muncie, New Castle, Hartford City and Winchester. Delaware, Blackford, Henry, Jay and Randolph county offices will be closed. The Post Office will also be closed on Monday, Jan. 2.
