Muncie has a new police chief. Mayor Dennis Tyler has announced that Joe Winkle has been selected to return to the post he held during Dan Canan’s three terms as mayor. Winkle, a 34-year police veteran, succeeds Steve Stewart, who resigned Oct. 31.
