They say the device he allegedly stole was what led him to police. 28-year-old Kyle Lee Hartzell of the 2300 block of East Eighth Street is charged with theft and other counts after police pinged the stolen cellphone. Hartzell was being held in the Delaware County jail under a $22,500 bond.
