Carrying a handgun without a license is a crime in Indiana, but state Rep. Jim Lucas of Seymour says he’s bringing up a bill next year to try and change that. Lucas says that he believes it’s immoral to make innocent people jump through hoops to carry. It’s been tried before, but didn’t get a hearing at the State House.
