The Elwood Town Council has tabled an ordinance intended to reduce blight caused by vacant or abandoned properties. The city’s attorney says the move to fine absentee property owners could be resolved through the city’s existing Unsafe Building Law. According to the ordinance, the vacant and abandoned lots reduce the value of surrounding properties, drain city budgets to maintain them and get in the way of neighborhood development.
