A Muncie man is charged with felony neglect of a dependent, after police found a small child playing in the street with no parents or supervision over the weekend. A tenant in the area of Godman and Nichols avenues recognized the child and sent police to the apartment in the 400 block of South Nichols. Police found 45-year-old Marc Miller intoxicated and he was arrested for neglect.
