Under new legislation, Ball State University would govern Muncie Community Schools like a laboratory, charter or Innovation Network School. Laboratory schools have less poverty among students and fewer minority students than the city school district. Charter schools are exempt from some state and school district regulations and have more leeway than public schools. The legislation would take effect starting on July 1.
