The Anderson City Council is thinking about making changes to the animal control ordinance in order to prevent animal abuse. The changes would require domestic animals not be left outside in temperatures below 20 degrees, require a shelter, ban 24-hour-tethering and prevent backyard breeders. These changes will be considered at the meeting in March.
