The parents of a five-week-old Muncie girl — determined Tuesday to have a fractured skull and broken leg — were have been arrested on neglect charges. According to the Star Press, 22 year old Katie Lemae Foster and 21 year old Austin Taylor Roser are preliminarily charged with neglect of a dependent resulting in serious bodily injury.
