A retired Muncie police officer has reported to a federal prison in Kentucky, where he is serving a two-year sentence for a corruption-related conviction. The Muncie paper reports 55 year old Jess Neal pleaded guilty to conspiracy to commit wire fraud in a case where he set up payment of a bribe so a contractor could secure Muncie Sanitary District demolition contracts.
